on or before July 1, 2018, estimated to be $25,595,400, is appropriated                                                         
from the general fund to the Department of Education and Early                                                                  
Development to be distributed as grants to school districts according to

AS 14.17.410(b)(1)(A) - (D) for the fiscal year ending June 30, 2019.                                                           
     (b)  The amount necessary to fund the base student allocation at                                                           
$6,030, when added to the appropriations made in secs. 5(c) and (d) of                                                          
this Act, is appropriated from the general fund to the Department of                                                            
Education and Early Development to be distributed as grants to school                                                           
districts according to the average daily membership for each district                                                           
adjusted under AS 14.17.410(b)(1)(A) - (D) for the fiscal year ending
